Through a strongly-worded letter, Michael Cohen has been referred to the DOJ for prosecution. Heritage Foundation Oversight Project Mike Howell tells Natalie Winters that this criminal referral to the DOJ is meaningless. "The DOJ is not going to act on them, but it's not a unique authority of Congress to send a magical criminal referral," Howell said. "Anybody in this country can send a criminal referral. Thousands of people do it every day when they call 911. If you're sitting at home you can email the DOJ and send in a criminal referral. It has the same force and bearing that a Congressional referral does."
